(6) We have purposely refrained from making
any general recommendations regarding salaries over $30 a
month inasmuch as we consider that the increased cost of
living presses more hardly upon the lower paid servants and
there will not be the same hardship on those drawing salaries between $30 and $34 inasmuch as all such are on a scale of increases with a maximum of $35.
(7) If however Government is of opinion that
the higher paid officers are morally entitled to an increase
